Aboriginal Peoples and Forest Certification: a Review of the Canadian Situation Ecology and Society
Tikina, Anna V.; Faculty of Forestry, University of British Columbia; tikina@interchange.ubc.ca; Innes, John L.; Faculty of Forestry, University of British Columbia; john.innes@ubc.ca; Trosper, Ronald L.; Faculty of Forestry, University of British Columbia; ronald.trosper@ubc.ca; Larson, Bruce C.; Faculty of Forestry, University of British Columbia; bruce.larson@ubc.ca.
We assess how different certification standards address Aboriginal issues in Canada, augmenting current legislation related to Aboriginal issues. The benefits from forest certification and the obstacles to its adoption by the Aboriginal community are also reviewed. We conclude that it would take significant effort, time, and resources to achieve widespread Aboriginal adoption of forest certification.

Forest Certification: Toward Common Standards? AgEcon
Fischer, Carolyn; Aguilar, Francisco X.; Jawahar, Puja; Sedjo, Roger A..
The forestry industry provides a good illustration of the active roles that industry associations, environmental nongovernmental organizations (NGOs), national governments, and international organizations can play in developing and promoting codes of conduct that are formally sanctioned and certified. It also reflects some of the challenges of disseminating codes of conduct in developing countries and ensuring market benefits from certification. We describe the emergence of forest certification standards, outline current certification schemes, and discuss the role of major corporations in creating demand for certified products. We also discuss the limited success of certification and some of the obstacles to its adoption in developing countries. The...

Local Consequences of Applying International Norms: Differences in the Application of Forest Certification in Northern Sweden, Northern Finland, and Northwest Russia Ecology and Society
Tysiachniouk, Maria; Centre for Independent Social Research, St. Petersburg, Russia; tysiachn@indepsocres.spb.ru.
Forest certification, developed in the early 1990s, is a process in which independent assessors grant use of the certification label to producers who meet certain environmental and social criteria set for their forest products. This label was quickly seen to offer a market advantage and to signal corporate social and environmental responsibility. This paper focuses on international norms pertaining to environmental and indigenous rights, as manifested in cases of Forest Stewardship Council (FSC)- and Programme for the Endorsement of Forest Certification (PEFC)-compatible certification, and how these norms have been applied domestically and perceived locally in different states. Case studies are drawn from northern Sweden, northern Finland, and three...

Voluntary Environmental Action and Export Destinations: The Case of Forest Certification AgEcon
Moeltner, Klaus; van Kooten, G. Cornelis.
There is an increasing tendency for forest product firms worldwide to adopt sound environmental management practices by voluntarily agreeing to have their forest practices certified by third parties. Using a simple model of profit maximization, we illustrate that the puzzling emergence of this non-state, self-imposed governance structure is compatible with firms' profit motives. An empirical model using firm data from three countries shows firm location and export destinations play a key role in firms' decisions to seek certification, while the nature of forestland ownership has no significant impact on certification decisions.
